The report written for Gen. Richard Dannatt the Chief of the General Staff found that many are forced to leave the Army because they cannot afford to stay The Independent reported. Pressure from an undermanned army is having a serious impact on retention in infantry battalions with nearly half of all soldiers unable to take all their annual leave as they try to cover the gaps the newspaper said. Stories Poll Bill Paying Tops Rebate Check Plans Bush Beats Drum For Tax Rebates CBS AP President Bush on Tuesday accused the Democratic led Congress of blocking his proposals to deal with rising gas prices and dragging its feet on measures to address the sagging economy. He said he was open to any ideas including a proposal backed by presidential contenders John McCain and Hillary Clinton to suspend gas and diesel taxes this summer But Mr. Bush quickly said that he favors longer term fixes such as encouraging new oil production in the United States and building new refineries at home. He renewed his call for opening areas of Alaska wilderness to oil exploration and production. If there was a magic wand to wave I d be waving it of course he told reporters at a Rose Garden news conference called on short notice. But there is no magic wand to wave right now. It took us a while to get to this fix. The president s hour long question and answer session under sunny skies came on the eve of a government report on the state of the economy in the first three months of the year. It s a tough time for our economy Mr. Bush said. Many business analysts believe the economy already has slipped into recession but the president as in the past declined to use that term. You know the words on how to define the economy don t reflect the anxiety the American people feel the president said. You know the average person doesn t really care what we call it. Asked if he thought the statistics due out Wednesday on the nation s gross domestic product for January through March would show the country was indeed in a recession Mr. Bush said I think they ll show we re in a very slow economy. Two straight quarterly contractions in the GDP which measures business growth is the common definition of a recession. But the official determination made by the National Bureau of Economic Research takes longer and is based on a more complicated formula. Just percent of the people questioned about Mr. Bush s handling of the economy said they approved in an Associated Press Ipsos poll this month. It was his worst showing ever in the survey and was down percentage points since March. In a separate AP Yahoo News poll this month people named the economy as the nation s top problem with gas prices are second and the Iraq war far behind. Mr. Bush spoke shortly after a report that said consumer confidence fell further in April amid heightened concerns about soaring inflation and the weakening job market. The Consumer Confidence Index now stands at . in April down from the revised . in March said the Conference Board a private research group. Mr. Bush was asked about a proposal to suspend fuel taxes for the summer travel season first made by Republican McCain and later endorsed by Democrat Clinton but not by her rival Barack Obama . The tax is . cents per gallon of gasoline and . cents on diesel fuel. The average price of a gallon of gas has reached . nationwide. I m open to any ideas and we ll analyze anything that comes up he said. But Mr. Bush also said he didn t want to inject himself into the ongoing presidential race and favored longer term alternatives. Mr. Bush renewed his objection to calls that the government discontinue keeping up the nation s Strategic Petroleum Reserve supply while oil prices are so high. If I thought it would affect the price of oil significantly I would seriously consider it he said of an idea embraced by many Democrats and some Republicans. Senator Byron Dorgan D N.D. said today that he will offer an amendment Wednesday that would halt additional deposits into the Strategic Petroleum Reserve until the end of the year or until the price of oil falls below a barrel. Dorgan said in addition to the entire Democratic Party caucus enough Republicans are backing the proposal including Texas Senator Kay Bailey Chairman of the Republican Policy Committee to ensure a veto proof majority. The current policy of putting oil underground puts upward pressure on gas prices and is not in the nation s interest said Dorgan. With oil prices at record highs and the SPR nearly full it makes no sense for the Department of Energy to put nearly thousand barrels of oil underground every single day. But Mr. Bush said that it was important to keep filling the reserve based in underground salt domes in Texas and Louisiana in case there is a terror attack on the nation s oil supplies. He also once again called for Congress to permit drilling in the Arctic National Wildlife Refuge a proposal he has made repeatedly since he first took office in and to pave the way for the building of new refineries. The president revived an earlier proposal that shuttered military bases be used as sites for new refineries. In the past oil and energy experts have expressed little interest in that saying military bases often aren t situated where the oil pipelines are anyhow. He sidestepped a question on whether there should be a second stimulus package. Rebates started to go out this week as part of a billion stimulus package enacted in February. The checks will range to up for an individual for a couple and an additional for each eligible dependent child. Mr. Bush also called on Congress to act more quickly on legislation he supports to address the housing and credit crunch by making student loans more available and to help homeowners facing foreclosure. The president s biggest target was Congress. These are difficult times. And the American people know it and they want to know whether or not Congress knows it Mr. Bush said. Mr. Bush raised the anti Congress theme repeatedly. I believe that they re letting the American people down is what I believe he said. It s either a lack of leadership or a lack of understanding of the issue. And either way it s not good for the country. CBS News chief Washington correspondent Bob Schieffer said after the president s remarks that Mr. Bush s goal appeared to be to say that the economic problems are the fault of Congress and not his administration. Schieffer also said that it was clear how far apart the president is with the Democratic Congress and how it s unlikely anything will get done. I think what you saw here was an election year special Schieffer added. On other subjects Mr. Bush said He believes the NATO led mission in Afghanistan is making strides in tamping down a very resilient enemy. Mr. Bush is scheduled to meet later with the special representative of the U.N. Secretary General for Afghanistan said that he believes the NATO led mission in the country is succeeding. We re making progress but it s also a tough battle Mr. Bush said. We re facing people who are willing to strap bombs on themselves and walk into places where the innocent dwell. He was declining to openly criticize former President Carter for his meetings last week with representatives of Hamas the Palestinian group the State Department considers a terrorist organization. Anybody can talk to whomever they want but I want people to understand the problem is Hamas said Mr. Bush. Foreign policy and peace is undermined by Hamas. . That s the reason I m not talking with them he said. Spoke about intelligence that was released alleging that Syria and North Korea were cooperating on a clandestine nuclear reactor. He said the intelligence was made public to step up pressure on North Korea to end its own nuclear program and to pressure Syria to stop destabilizing the Middle East by aiding insurgents in Iraq and Hamas in Lebanon. He said it was also meant to send a message to Iran. Despite lack of much visible progress toward an Israeli Palestinian peace deal I m still hopeful we ll get an agreement by the end of my presidency. Mr. Bush visits the Middle East next month. The government in Zimbabwe of President Robert Mugabe is waging a campaign of violence and intimidation following March elections that is simply unacceptable. Mr. Bush gently criticized neighboring African countries such as South Africa for not acting enough to resolve the crisis urging them to step up and lead. He would not accept a bill to pay for the Iraq war more expensive than his billion request. Democrats may try to add extended unemployment benefits and new education funding for veterans a move that would expand the measure by nearly billion. billion is billion the president said. Home now he is facing a different challenge resuming college. CBS News correspondent Thalia Assuras reports Todd thought his GI benefits would cover the cost. I was as surprised as I think all of America is he said. I hear from a lot of my friends who have not served and even family and they say well you served in the military your college is paid for. In fact military recruiting ads virtually promise a college education. And that s the reason Drew Cameron signed up for the Army. But currently at the University of Vermont he says he s struggling financially and he s bitter. It s not the glorious opportunity that I perceived it was and how it was sold to me Cameron said. Both men are entitled to financial help under the GI bill which covered all the costs for World War II veterans. Almost million vets benefitted. But today with expenses exploding the value of the benefit has plummeted. Attending a public college costs an average of almost a year. The GI bill pays about half that amount. Bush renewed his call for drilling in an Arctic wildlife refuge but his own Energy Department says that would have little impact on gasoline prices. THE SPIN Bush said it is in our national interest to continue pumping oil into the government s Strategic Petroleum Reserve about barrels a day in case there is a major disruption of crude oil around the world. FACT While some Democrats argue that halting the SPR fill would lower prices most energy experts agree with the president that it likely would not. But the assertion that continued deliveries to SPR which already holds million barrels is needed as a safeguard against a possible supply interruption may be a stretch. We have today a three month supply of oil for emergencies noted Sen. Kay Bailey Hutchison R Texas who would like to see the deliveries stop. And that would assume a total cutoff of oil imports an unlikely occurrence even if there are major supply disruptions. In the meantime said Hutchison over the next four months we will deposit over million barrels into the SPR at a very high price. THE SPIN Asked what he is doing to try to get Saudi Arabia to pump more oil Bush didn t answer directly. We ve got to understand there s not a lot of excess capacity in the world right now he said. Blaming the lack of refinery capacity for high energy prices he said Congress has rejected his proposal to use shuttered military bases for refinery sites. FACT Global oil supplies are tight in part because OPEC nations including Saudi Arabia are refusing to open their spigots. But Saudi Arabia has considerable additional production capacity. It s pumping a little over . million barrels a day compared to about . million barrels a day two years ago and has acknowledged the ability to produce as much as million barrels a day. On refineries Congress has ignored Bush s proposal to use closed military bases. But the oil companies haven t shown much interest in building refineries either and have dismissed suggestions that military bases might be of use. They note for example that few bases are near pipelines needed to bring crude in and move finished product out. When top executives of the country s five largest oil companies earlier this month were asked at a House hearing whether they wanted to build a new refinery each said no. While no new refinery has been built in more than years companies have been adding on to existing refineries. The Energy Information Administration estimates an additional barrels a day of production will be added to existing refineries in the next three years. A joint venture between Shell Oil Co. and the Saudi Arabian oil company is expected to double capacity at a Port Arthur Texas refinery. Even the industry s refinery expansion plans have been scaled back over the last few years because companies anticipate less demand for gasoline since the government now requires a huge expansion of ethanol as a motor fuel. They ask Why should refiners make more gasoline if ethanol is to be used THE SPIN Bush has long called for opening the Arctic National Wildlife Refuge in Alaska to oil development and on Tuesday he chastised Congress for repeatedly blocking the proposal. If Congress is interested they can send the right signal by saying we are going to explore for oil and gas in U.S. territories starting with ANWR said Bush adding that opening the Alaska refuge to oil companies likely will mean lower gas prices. FACT Strongly opposed by environmentalists most Democrats and a few moderate Republicans drilling in the Arctic refuge indeed has been blocked as the president complained. Energy experts believe ANWR s likely billion barrels of oil pumped at just under million barrels a day would send a signal of increased U.S. interest in domestic energy production. However in the long run it likely would not significantly impact oil or gasoline prices. And it likely would have little impact on today s prices. In the Energy Information Administration estimated that it would take about years before oil would flow from ANWR if drilling were approved. By it said the additional oil would have only a slight impact on global oil prices and cause a decline in gasoline prices of less than a penny a gallon using constant dollars. Oil imports would drop from an expected percent of U.S. demand to percent the EIA said. THE SPIN The president said Congress was demanding emissions cuts that would shut down coal plants and criticized lawmakers for hindering the expansion of nuclear power. FACT His remarks about coal were an apparent reference to climate legislation that would cap carbon dioxide emissions to address global warming. While such caps would significantly affect coal burning power plants the legislation also envisions having emission allowances many of which would be used by utilities to keep coal plants running though electricity prices would increase. And the emission limits also would spur development of carbon capture technologies from power plants. On the nuclear issue Congress has provided the industry loan guarantees a streamlining of reactor permitting and other measures all aimed at spurring construction of power reactors. It has shown little interest in a Bush plan to resume nuclear waste reprocessing or in pressing ahead with the Yucca Mountain underground waste dump in Nevada. Almeda claims to be accredited but its accrediting bodies are not legitimate. Ministers teachers employed at religious schools lay people in churches and others who seek an online degree should check with the U.S. Department of Education or the Council for Higher Education Accreditation rather than risking embarrassment down the road when a fake degree is revealed. Other states that may consider it illegal to use an Almeda University degree also include Illinois New Jersey Idaho Washington North Dakota and Connecticut. Almeda is not eligible for federally insured student loans or military G.I. bill assistance.
